The only exception to this rule is that, for now, this policy does not apply to advertisers spending more than $1,000 per month. However, conditions may change in the coming months.
The main objective of this policy is, according to Twitter, "to ensure the quality of content on Twitter and improve the experience for users and advertisers."
By requiring advertising accounts to subscribe to its services, Twitter aims to further verify the accounts that have access to advertising campaigns while officially limiting access to them by bots or "fraudulent" accounts.
