Legislative assessment in a pandemic year: the impact on the pharmaceutical industry

Historically, election years have a direct impact on the volume of proposals that are presented to the National Congress. This is because parliamentarians tend to dedicate less time to legislative activities and more time to campaign commitments. In 2016, the last year of the municipal campaign, 28,631 projects were presented, while in 2017, comparatively, 35,573 projects were submitted. This pattern was repeated in 2015, 2018 and 2019.



Between 2015 and 2019, we witnessed three electoral processes. From 2017 to 2018, for example, Congress productivity fell by 41.41%. This analysis takes into account the number of bills submitted. Of all the subjects addressed, the five main themes of projects stand out in federal legislative proposals: “Coronavirus”, with more than 2,000 projects presented, “Public calamity” with 980, “Covid” with 703 and “ESPII”, which is the abbreviation for “Public Health Emergency of International Concern”, appearing 694 times.



In 2018, also an election year and still in the “old normal”, the most common terms were “Municipality”, “Brazil”, “Foreign Country”, “Inclusion” and “Destination”. As can be seen, the federal legislative proposals presented that year addressed more varied and broad themes, without highlighting a specific subject. The same pattern was repeated in 2016, a municipal election year, when the topics presented revolved around “Criteria”, “Inclusion”, “Foreign Country” and “Municipality”. That year, generic terms without a specific subject emerged as the most common themes in the day-to-day activities of parliament.
