That’s why, in addition to technology enforcement, we also take legal action against individuals or companies that we associate with evidence on the platform of such abuse. WhatsApp reserves the right to continue to take legal action in such circumstances.
Additionally, starting December 7, 2019, WhatsApp will take legal action against those we believe are engaging in abuse or providing others with the opportunity to engage in abuses that violate our Terms of Service, such as automated or bulk messaging, or non-personal use, even if this determination is based on information we have only on our platform. For example, off-platform information includes public complaints from businesses about their ability to use WhatsApp in ways that violate our Terms. This puts us on notice that we will take legal action against businesses for which we only have evidence of off-platform abuse if that abuse continues beyond December 7, 2019, or if those businesses are linked to evidence of on-platform abuse before that date.
